A critical aspect of effective disaster response is developing plans and policies that are evidence-based. To contribute to the expanding scientific knowledge base in emergency management, BHEPP is conducting research on activities that may help improve preparedness and response. BHEPP started a program of 11 research and development initiatives in 2008.

The overall BHEPP research goals are to:
- Strengthen communications interoperability
- Maintain information access during disaster
- Support responder education
The BHEPP research program focuses on four areas of investigation:

- Communications during disaster response
- Information access during disaster response
- Responder preparedness training
